Compensated Emancipation Act of 1862 56 00:04:01 --> 00:04:05 which freed slaves in D.C. 57 00:04:05 --> 00:04:09 As part of D.C.'s yearlong celebration, 58 00:04:09 --> 00:04:14 Gallaudet recently hosted D.C. historian and lecturer 59 00:04:14 --> 00:04:19 Carroll R.
